Establishment of the 28th Regime in Europe
The European Union faces obstacles in its internal market due to fragmentation in legal, administrative and regulatory norms, affecting small and medium-sized enterprises in particular. The concept of regime 28 is proposed as an optional legal framework to facilitate cross-border activity without total harmonization. This study analyzes this concept, its evolution and perspectives, proposing a new approach for its effective implementation.
