Against a backdrop still influenced by uncertainty over tariffs, the Lombardy region continues to grow thanks to services, consumption, and employment. However, economic growth is not particularly robust and manufacturing remains weak. In the first half of 2025, the global economy has shown faint signs of resilience, but persistent uncertainties remain over the direction international trade will take in the coming months. This scenario is influenced by the protectionist trade policy of the United States. Consequently, the forecast for Lombardy’s GDP growth in 2025 remains positive, but has been revised downward slightly to 0.6% (from +0.8% estimated in April), in line with the national average.

Regional growth dynamics

For 2026, a slight acceleration of the GDP growth dynamic is expected, with a forecast of 0.8% in Lombardy and 0.7% in Italy. The expansion of the Lombardy economy in 2025 is driven by services, although with a weaker push than in previous years, and consumption, which shows a strengthening. Manufacturing, on the other hand, remains relatively weak. This weakness is compounded by an unfavorable exchange rate for exporters, reflected in the strengthening of the euro against the dollar. By August, the euro’s value was around 13% higher than its value on January 20, 2025, the day of President Trump’s inauguration. This unstable scenario negatively affects private investments, as evidenced by the still contained demand for credit from businesses.

European outlook

Favorable winds come from the potential positive repercussions of the European Defence Readiness 2030 and the massive German infrastructure investment plan. These investments will represent a significant demand shock for the entire European industry, although effects are likely to be visible from 2026 onwards. The path of interest rates remains uncertain, with inflation having returned to the European Central Bank’s medium-term target (2.1% in August’s data). The expansion of the Lombardy and Italian economies forecast for the 2025-2026 biennium is below the European average, which remains moderate at +1% and +1.2% according to the latest IMF forecasts. The European average hides significant divergences, even among the benchmark regions of Lombardy.

Regional divergences

On one hand, Catalonia continues to stand out for its sustained growth, with growth rates estimated at 2.6% in 2025 and 2% in 2026. The driving force comes from a lively internal demand, as well as the tourism boom and the growth of the workforce that are characterizing the entire Spanish economy. On the other hand, Bavaria and Baden-Württemberg, after a recession in 2024, see a flat 2025 and an exit from the crisis postponed to 2026. According to the latest Bundesbank forecasts, Germany is expected to stagnate in 2025, before recovering in 2026 with a 0.7% increase in GDP thanks to a gradual increase in demand resulting from the strong increase in public spending on defense and infrastructure.

Service sector growth

Deepening the dynamics underlying the Lombardy economy’s expansion in 2025, the growth of value added generated by the regional tertiary sector is expected to be 1% compared to 2024 (against a more contained +0.6% nationally). However, even here, signs of weakening are evident after the boost of the previous year. The climate of confidence among service sector businesses in the North-West is well below last year’s levels, and the sector’s turnover at the regional level has shown only moderate growth rates in the first half of 2025. Conversely, for the Lombardy industry, a 1.2% annual decline in value added is forecast, more pronounced than in the total Italian case. This decline is influenced by the strong international projection of the regional manufacturing sector, as also emerges from the conjunctural surveys conducted by Istat. By August, the index of confidence among North-West manufacturing businesses was at the same levels as last year, with orders in the pipeline still very low and production expectations negative for the next 3-4 months. This indicates a persistent problem of demand both internally and externally.

Labour market prospects

In this uncertain economic scenario, the prospects for the labour market remain positive. It is estimated that employment will continue to grow, slightly above the GDP growth rate: +0.7% in Lombardy in 2025 compared to 2024 (+0.9% in Italy). This forecast incorporates the data from the Istat labour force survey, which reported a very positive first quarter for the Lombardy territory, with the employment rate reaching 70% and significantly above the 62.5% national average.

Estas inversiones representarán un shock de demanda significativo para toda la industria europea, aunque con efectos probablemente visibles a partir de 2026 en adelante. El camino de las tasas de interés sigue siendo incierto, con la inflación que ha regresado al objetivo a medio plazo de la Banca Central Europea (2,1% en los datos de agosto). La expansión de las economías de Lombardía e Italia prevista para el biennio 2025-2026 está por debajo del promedio europeo, que sigue siendo moderado a +1% y +1,2% según las últimas previsiones del FMI. El promedio europeo encubre divergencias significativas, incluso entre las regiones de referencia de Lombardía.

Según las últimas previsiones de la Bundesbank, Alemania se espera que esté en estancamiento en 2025, antes de recuperarse en 2026 con un aumento del 0,7% en el PIB gracias a un aumento gradual en la demanda resultante de un aumento significativo en la inversión pública en defensa e infraestructura.

Al profundizar en las dinámicas subyacentes de la expansión de Lombardía en 2025, el crecimiento en la adición de valor generado por el sector terciario regional se espera que sea del 1% en comparación con 2024 (en comparación con un +0,6% más contenido a nivel nacional). En este escenario económico incierto, las perspectivas para el mercado laboral siguen siendo positivas. Se estima que la empleabilidad seguirá creciendo, ligeramente por encima de la tendencia del PIB: +0,7% en Lombardía en 2025 en comparación con 2024 (+0,9% en Italia). Esta previsiones incorpora los datos de la encuesta de la fuerza laboral de Istat, que informó de un primer trimestre muy positivo para la región de Lombardía, con la tasa de empleo alcanzando el 70% y significativamente por encima del promedio nacional de 62,5%.
