The accelerated digitalization of financial markets requires a sovereign instrument that combines the credit security of the US Treasury, the liquidity of overnight funding, and the transparency of the chain settlement system. The issuance of new securities, PORTS, would improve financial stability in digital asset markets by offering secure and transparent liquidity. These securities could be used as daily liquidity for stablecoin issuers and as a means of settlement in high-value financial transactions, driving digital markets and the dollar strengthening strategy.
