In a context where the definition of critical economic activity is expanded as national security, there is a need to prioritize risks to avoid fragmentation and inefficiency in the protection of key sectors. It is proposed to include supply chains in the notion of national security, identifying physical vulnerabilities that may interrupt military capacity, economic stability or public health. It is urged to consider supply chain interruptions caused by adversaries as national security risks when substitutes are not available quickly. Also, a disciplined framework is proposed to guide decision-making in supply chain protection.
