At the UNED, she served as dean of the Faculty of Law between 2002 and 2004 and director of the Department of Public International Law between 2013 and 2021. In addition, she directed the Manuel Díez de Velasco Chair of International and European Law in collaboration with the Government of Cantabria and was holder of the Jean Monnet Chair between 1996 and 2002, and again at the UNED since 2004.

She represented Spain legally before various international organizations, including the Sixth Committee of the General Assembly of the UN, the Committee of Legal Advisers on Public International Law of the Council of Europe, and the COJUR and COJUR-CPI of the Council of the European Union. In April 2025, she was elected a member of the Public Law Section of the General Codification Commission of Spain.

Her commitment to international criminal justice and the eradication of impunity was evident in her participation in the Rome Conference that gave rise to the International Criminal Court (ICC) in 1998. Su carrera se caracterizó por la rigurosidad intelectual, el compromiso institucional y una defensa ferviente de los valores universales del Derecho Internacional Público.

Escobar Hernández se formó en la Universidad Complutense de Madrid, donde fue alumna de figuras como Gil Carlos Rodríguez Iglesias y Manuel Díez de Velasco. Su carrera académica la llevó a la Universidad de Cantabria entre 1995 y 2001, y posteriormente a la Universidad Nacional de Educación a Distancia (UNED), donde se consolidó como profesora en 2011. Su defensa de la multilateralidad y la participación de España en un orden jurídico internacional más justo se reflejó en su papel como directora del Oficio de Asesoramiento Jurídico Internacional del Ministerio de Asuntos Exteriores y de Cooperación (2004-2012). Representó a España legalmente ante diversas organizaciones internacionales, incluyendo la Sexta Comisión de la Asamblea General de la ONU, el Comité de Asesores Jurídicos sobre Derecho Internacional Público del Consejo de Europa y el COJUR y COJUR-CPI del Consejo de la Unión Europea. También fue Agente ante la Corte Internacional de Justicia en las consultas asesoras sobre la declaración unilateral de independencia de Kosovo y ante el Tribunal Internacional para el Derecho del Mar en el caso “M.V. Defensa del Derecho Internacional Humanitario

Su vocación por la defensa del Derecho Internacional Humanitario fue igualmente profunda. Como miembro del Centro de Estudios sobre el Derecho Internacional Humanitario (CEDIH) y directora hasta 2024, contribuyó a la difusión de los principios humanitarios. Fue miembro de la delegación española a diversas conferencias internacionales de la Cruz Roja y la Media Luna Roja, y de la Comisión Española de Derecho Internacional Humanitario desde 2008. En abril de 2025, fue elegida miembro de la Sección de Derecho Público de la Comisión General de Codificación de España.

Compromiso con la justicia penal internacional y la erradicación de la impunidad

Su compromiso con la justicia penal internacional y la erradicación de la impunidad se evidenció en su participación en la Conferencia de Roma que dio origen a la Corte Penal Internacional (CPI) en 1998. Integró grupos de trabajo interministeriales responsables del desarrollo legislativo para la aplicación en España del Estatuto de la CPI y su seguimiento. Fue jefa o vicejefa de la delegación española a la Asamblea de Estados Partes de la CPI durante siete años consecutivos y presidió el Comité de Redacción de la Conferencia de Revisión del Estatuto de Roma en Kampala, dedicada al delito de agresión en 2010. Su candidatura como jueza de la CPI, presentada por el gobierno español en 2025, fue el culmen de una vida dedicada a la lucha contra la impunidad.
